 The Government of Malawi through the Ministry of Education has received financing from the World Bank toward the cost of the Skills for A Vibrant Economy (SAVE) Project, and intends to apply part of the proceeds for consulting services.

 The consulting services (“the Services”) include provision of independent third-party verification of the SAVE Project’s Implementing Entity (IE)s’ achieved results as claimed by the IEs. Specifically, the Services entail first, assessment of progress against the relevant Project Development Objectives (PDO) indicators as agreed in the Performance Agreement (PA) as signed by the respective IE, second, reporting all findings of the verification excise for each IE with recommendations for either an award or a penalty and third, verification of achievement of targets related to student financing and others if requested due to implementation concerns. The IVA is required by 31st December 2022 and the assignment is for a period of four (4) years resulting from one (1) year contracts renewable annually subject to satisfactory performance and continued eligibility status of the firm.

 The Ministry of Education – SAVE Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

 (i) Core business of the firm(s) and years in business

(ii) Relevant similar experience, which should specifically include the below:

  • Experience in evaluating projects and related services with extensive experience in developing countries
  • Experience consisting of technical knowledge and substantial involvement in assessments, evaluations, verifications and/or reviews in Education and Skills Development
  • Experience in conducting qualitative and quantitative studies and data analysis
  • Experience of work in the technical, vocational and higher education systems

 (iii) Technical and managerial capability of the firm (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of the staff). Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
