The Government of Malawi intends to implement Skills for a Vibrant Economy Project (SAVE) with support from the World Bank. SAVE is expected to run for a period of five years from 2021 to 2026. SAVE will be  co-financed through a grant envelope of US$100 million from International Development Association for a period of four years. The Project Development Objective (PDO) is to increase equitable access to market-relevant skills in priority areas of the economy, especially for females and vulnerable youth.

The program consists of 4 Components which are; Component 1. Supporting Increased access and to skills development programs in in higher education; Component 2. Supporting increase in access to TEVET skills development; Component 3. Tertiary education system strengthening, project management, M&E and communications; Component 4. Contingent Emergency Response.

For smooth implementation of the Program, different stakeholders will be engaged, hence the need for a Stakeholders Engagement Plan (SEP). The Stakeholders Engagement Plan (SEP) has therefore been developed to define a programme for stakeholder engagement, including public information disclosure and consultation. It should be noted that the SEP has been prepared as part of the Environmental and Social Framework (ESF) requirements.

To provide regular information and feedback to stakeholders related to program implementation progress and any other emerging issues throughout the Program cycle.  

Stakeholder identification and analysis

During the development of this SEP, we determined who the stakeholders are and understood their needs, expectations for engagement, their priorities and objectives in relation to the Program. This information was used to design the mode and level of engagement for each stakeholder. As part of this process, it was particularly important to identify individuals and groups who may find it more difficult to participate and those who may be differentially or disproportionately affected by the Program because of their marginalized or vulnerable status. The design and delivery of each of the result areas will involve several supporting partners led and coordinated by the government of Malawi through relevant Ministries, Departments and Agencies (MDAs).

Types of Stakeholders

Affected parties

In this project, the beneficiaries and the communities which are expected to be targeted by the interventions e.g. construction sites and its peripherals, will constitute the project affected parties. Furthermore, students in formal TEVET training programs, vulnerable groups mainly out of school youth, adolescents and girls in male dominated trades, existing workers mainly female workers with low skills in the targeted priority areas, will also fall in this category. The project will also target students in higher education institutions mainly females in science, technology, engineering and mathematics (STEM) areas, vulnerable youths who are neither in employment, school nor training will be part of the beneficiaries of this project.  Trainers in TEVET including female trainers and lecturers in higher education institutions including female lecturers in STEM areas will be regarded under this category. The project will also target TEVET and higher education institutions; secondary education institutions and ministries and government agencies operating in the skills development area. Industry in selected areas of the economy and the communities surrounding beneficiary institutions will also be targeted.

Other Interested parties

Interested parties include various individuals, institutions and organisations that will be directly involved in the delivery of the project from national to district and community levels. At national level there will be the Ministries of Education and Ministry of Labour as coordinating institutions and Government Ministries, Departments and Agencies (MDAs) that have a stake in skills development area. At district level, the District Commissioners of the targeted districts and relevant Non-Governmental Organisations working in such districts will be interested parties.

On the other hand, the Development Partners at national level, Politicians, representatives of NGOs at district and community level, religious groups and their leaders and the general community are some of the interested parties.

Stakeholder Engagement Program

The SEP summarises an engagement program that indicates at which stage an engagement activity shall be undertaken, objective of the engagement, method of engagement, targeted stakeholders and the timeframe.

The general public is therefore being informed that copies of the Stakeholder Engagement Plans are available at Ministry of Education Headquarters at Capital Hill.
